Chains themselves are okay to carry on,it is the same with metal belts I believe.It isn't really a weapon but ..,. you are going to get extra special treatment most likely.As in a pat down ,check it ,it isn't worth the trouble at the airport.As far as the second check point ,the ship I have no idea.I know people who checked small knives on a plane only to be hauled down into sercurity on the ship,This on just a regular cruise,makes no sense as there on knives on the ship(table knives).Here is a list
