Lol, U.S.-based cruises are still allowed to go to Cuba, but there are some additional restrictions in place, mostly regarding excursions involving the Cuban military.
All the "Big Three" cruise lines have cruises scheduled for Havana through 2018, although they have to use smaller, shallower-draft ships. Royal bought Empress of the Seas back from a subsidiary (Pullmantur Cruises) expressly for Havana itineraries. It's a tiny ship; smaller than our old Majesty.
