Worried that the stop in Houston might be too short, but I'll get to where I need to go. And complain endlessly to the service.

HA! You're from Canada - you don't know HOW to complain

Done it before - if you can avoid checking bags, I suggest doing so, otherwise you're gonna be in a MAD dash to make it. But WestJet is really good about helping you make connections, so if you let your flight attendant know they'll probably help you out. Also in your favour is that Toronto does the automated customs kiosks.

So once you're done in Dublin, you're considered as a domestic flight when you're out of the plane in the US, you can just collect your luggage and get out. And based on my experience from last year, it's pretty fast to get through it.

Yeah, my concern is that we have a connection from a domestic flight first, Winnipeg to Toronto, with 75 minutes to get from one plane to the other. We won't go through customs in Winnipeg, and depending on how busy US customs is in the Toronto airport, timing might be tight.

I'm not at all familiar with Toronto's airport or being a Canadian citizen trying to get into the US, but I've never experienced having to go through customs before a connecting flight. I've always done it at my final destination, except when I had a long layover and wanted to explore. If you stay behind security, you just go onto your next flight, usually.

Calgary has US Customs Preclearance, so after you go through customs at YYC, the flight should be treated like a US domestic flight at your destination. At least, that's my experience with flying from YVR and YEG to SEA.
