I'd agree - a definite 60 minute set band, doubtful of headliner status. Numerous other bands already on the lineup have more facebook likes, more last.fm listeners, etc as well.

Iced Earth and Cradle of Filth are certainly recognizable names, but both of them have seen a decline in popularity over the last 10 years or so. They are both playing to pretty small crowds these days. However, they both got 75 minutes last year. On the other hand, Gojira hasn't been around as long, but their popularity is certainly on the rise and there is a lot of buzz around the band. They are drawing bigger crowds now than either of the previously mentioned bands.

Does headlining guarantee being paid more? Or does it mean playing longer for no extra pay? In that case, I think most bands would prefer 45 minute sets because it gives them more time to enjoy the boat. After all, this cruise is more a vacation than it is work for the bands involved.

I would think that they would definitely get paid more.
I also think that it is a bit of a prestige thing too - would feel good to be one of the headliners :)
Its not just about having a holiday. Its a great opportunity for publicity. The amount of coverage in the press, exposure to fans who may not normally check your band out but will because "they are one of the headliners", etc.
